Phillip Fleming for NYS Assembly 131

From setback to a model of resilience and resistance.

I faced many challenges in my life. From humble beginnings in Birmingham AL, I have learned very quickly how rough life can get. A two-parent household struggling to keep a roof over my head, clothes on my back, and food to eat. Money was tight. Bills kept coming and coming. However, through it all, even as a teenager, I began to imagine what my future may look like. I dared to dream big! But I didn't just dream big for myself, I wanted to bring other with me that have similar life experiences as I have. Together, we can make our community, our world, a better place to live, work, and enjoy!!

Elect Phillip Fleming for NYS Assembly District 131

Leadership. Trust. Experience. Dedication. Commitment.

At a campaign meet-and-greet at the Billsboro Winery in Geneva NY on March 11, 2026

I come from a background of grassroots advocacy for myself and for others. Getting out into the world, meeting people where they’re at. Supporting and assisting people as much as I can.

My track record of meeting with New York State and federal legislators to get things done makes me the right candidate to fight for what we need in Albany as your Assemblyperson.

I invite you all to join our campaign to continue strengthening our region – because when we ALL work together, we ALL win.

What this campaign is all about

  • Encourage and promote community engagement in-person, virtually, and hybrid with the input of as many people, institutions, organizations, and programs as possible.
  • Restructuring the healthcare system so that constituents can afford to pay for healthcare coverage.
  • Adequate and effective mental health and substance use recovery services and supports that are accessible to all constituents. This including introducing the peer support model to constituents as a viable and cost-effect model option of recovery than the traditional model of behavioral health recovery.
  • Protecting immigrants by severely limiting the influence and activities of the Immigration and Customs Enforcement agency in New York State and in AD131.
  • Ensuring that local public transportation systems in AD131 serve the needs of ALL constituents and visitors who ride the buses and that these systems are long-term sustainable.
  • Strengthening our local public school districts by providing resources to hire and retain school personnel, especially special education teachers, school psychologists, social workers, and guidance counselors.
  • Protecting natural resources from pollution and destruction by closing down landfills and waste dump sites that are hazardous to human beings and pose threats to economic development and sustainability.
  • Being visible and available to ALL constituents in AD 131.
